Description

We might also want to change the default compiler of BGQ to clang. Otherwise, make sure the error message of using xlc or gcc explicitly tells the user to use clang.

We'll still need to check the Intel compiler's incompatibility with the active g++/libstdc++, I think.

We'll want this in before any changes dependent on C++11 features that we didn't rely on before. And once this is working we can then remove bgxlc and bggcc targets from autobuild.
