Description

Currently, when the runtime is built with pxshm support, we use an extra copy into a posix shared memory buffer when we know that the recipient is on the same host but not the same OS process. We can potentially avoid that if we can just make all messages be allocated in posix shared memory to begin with

CMA doesn't require registration of any kind, and we are moving toward using it rather than pxshm.
