AMPI collectives on COMM_SELF using derived datatypes are broken

Description

For collectives on MPI_COMM_SELF, we just copy the message data from the send buffer to the recv buffer, but currently we do that based only on the send type/count.
We need copyDatatype() to also use the recv type/count when unpacking.

Also realized that MPI_Scan and MPI_Exscan are the only collectives that don't explicitly check for MPI_COMM_SELF, so I added those checks here: https://charm.cs.illinois.edu/gerrit/#/c/2238/
