Description

This would allow us to support systems like the XK/XE mix on Blue Waters, without disrupting the current assumption throughout the RTS that every process has an equal number of threads.

This is useful, but the Cray XE/XK case isn't relevant as we use aprun on that platform.

The expectation is that we'd potentially move to a mode of usage where we always ask the system process launcher for a single process per node, and then just do the right thing within that on our own.
